Make passengers central to the franchise system

The Campaign for Better Transport has reacted to the Department for Transport's announcement concerning franchise arrangements for the West Coast mainline.

Richard Hebditch, Campaigns Director, Campaign for Better Transport said

“The announcement on the West Coast franchise is as expected, with Patrick McLoughlin’s immediate priority being to maintain services and provide some short-term certainty. But with the immediate future of the West Coast now decided, we need to look at how to change the way franchising works so that passengers’ needs are the central objective of running our railway. The review of rail franchising by Richard Brown could be an opportunity to do this but the Government just seems to want to get back to business as usual as quickly as possible.”
