Space, resource and funding constraints mean that not all bus stops can be upgraded to feature the full spectrum of accessibility features discussed in the sections above. Categorising bus stops on the basis of their location, use and passenger characteristics allows for a more targeted approach to infrastructure provision. It provides a useful framework for local authorities to assess what improvements are needed and to prioritise phased investment in partnership with local accessibility advocacy representatives.
We suggest four categories of bus stops below, and respective outcomes, but local authorities can select different categories depending on their requirements and urban or rural setting. Authorities and providers should involve and consult with local accessibility and user groups before embarking on large-scale infrastructure improvement programmes to ensure local passenger requirements and preferences are catered for.
Gold-standard, supports widest user range
Improves independence, reduces travel stress
Provides predictability for residents and older adults
Provides a safe drop-off space
The matrix below provides an indication of what features should be present at each category of stop and their accessibility. These should be treated as a baseline, rather than a ceiling. Where physical constraints prevent certain features from being implemented, councils and operators should explore practical and proportionate adjustments that preserve access to the bus network wherever possible.
